What is a Targeted Individual?
Targeted Individual (TI):
is an individual who has been selected by the deep state (usually the FBI, DHS, or CIA) to participate in an experimental CIA torture program against their will. This program was developed as part of the CIA's MK-Ultra program and was designed to break down the individual and "dehumanize the individual," using psychological, physical, and emotional stress.
The ultimate goal of this program is to control the general population through intimidation, fear, and threats. Political activists, union leaders, scientists, and whistleblowers are some of the primary targets of the program. However, some individuals are selected at random. Family and marital relationships are often destroyed as part of this psychological torture.
How Did They Choose You?
The FBI's Terrorist Screening Center is responsible for maintaining the "Terrorist Screening Database" (TSDB), now renamed the "Threat Screening Database." It stems from Homeland Security Executive Order No. 6, signed in 2003, which directed the FBI to consolidate terrorist lists scattered across fourteen agencies. Former TSC Deputy Director Timothy Grew admitted in a statement under penalty of perjury that people who do not meet the criteria for reasonable suspicion of terrorism are placed on the list in two categories that are not used for airport screening because the people on them "do not pose a threat to national security." Another TSC Deputy Director, Samuel Robinson, recently stated that people are placed on this list based on "secret criteria."

Targeted Individuals (TIs)
are individuals who have been subjected by the Deep State to systematic, covert, remote neutralization using Directed Energy (DE) and Remote Neural Monitoring (RNM), which may also include non-consensual experimentation.
This systematic neutralization includes measures such as discrediting, incapacitation, and isolation of the target. For example, incapacitation can be accomplished through DE that causes communication difficulties, impaired cognitive function, or torture.
Using a variety of DE effects, this is done in amounts that disrupt the target's ability to influence and sabotage other areas throughout the TI's life. This neutralization will be described throughout the book.
Common patterns from TI reports suggest that targeting is done as part of a black program.
The targeting of TIs by this program is covert to others due to the covert nature of DE and the intelligence in how it is carried out. DE effects are often induced in a way that appears natural and mimics natural phenomena.
The program uses at least five categories of DE effects and tracking technologies, as mentioned in the introduction: Remote neural monitoring – monitoring the target’s thoughts, emotions, and senses, such as mental imagery, verbal thoughts, and what the target sees. Physiological manipulation – forcibly and precisely controlling the target’s body, such as moving limbs, forcing the target to say specific words, and directly controlling organ functions. Cognitive impairment – ​​selective impairment of various cognitive functions such as memory and decision-making, which can be performed intermittently or left on for longer periods.
Artificial psychological and physiological states – altering mental and physical states, such as inducing altered emotions, moods, stress, and consciousness. Artificial sensory experiences – causing the target to perceive sensory experiences such as speech, pain, and visual imagery. TIs have two phases in their focus. The first phase is when the TI is covertly targeted with DE. During this period, the covert DE effects are attributed to natural causes, even though some events will be unusual. The target's normal response is to attribute the effects to their understanding of how the world works, which does not include DE effects, and to treat them as natural or ignore them.
For example, the induction of intermittent cognitive dysfunction may be attributed to a natural cognitive error, the physiological manipulation of dropping an object is attributed to an error, and an induced emotional state is attributed to an event. As long as a person is covertly targeted, they will remain unaware that they have been harmed with DE. Many of the DE effects can appear to occur naturally and feel natural to the person on whom they are being performed.
The second phase of the TI program is when the presence of the program becomes increasingly known to the TI. One characteristic of the transition to overt targeting is more overtly performed DE effects, such as those used for torture. The program reveals itself and the DE's abilities to enable this type of neutralization and experimentation.
The TI then becomes aware of the DE's ability and tunes in to correctly identify the DE's effects. For example, an induced physical movement will be contrary to what the target intends, different from their natural response to stimuli, or effortless. TIs experience similarities in their focus, such as dealing with induced cognitive dysfunction, chronic torture, ego-disintegration via voice-to-skull (making the target hear desired voices), and this is done daily and throughout their lives from the moment their focus becomes apparent.
Most TIs attain their status by being selected, apparently at random, for some type of lifelong experiment involving torture and mind control via DE effects. Ordinary men, women, and children subjected to this experiment are given a high level of neutralization by default, regardless of their actions or circumstances. The plan does not necessarily aim to kill such TIs but rather to neutralize them so that DE and RNM can be attempted on them without consequences.
